Abstract
Modifying cars has been part of the culture ever since cars were invented. The evolution of car culture started with bootleggers and changed to all types of racing and car building. The EPA has been taking away from people’s builds, and what cars mean to people by implementing laws that inhibit people from modifying the engine. Building cars to many is like an art project that portrays their personality. Many car enthusiasts believe that in time the EPA and electric cars are going to take away from the heart people put into their projects, but that time has not yet come.
